Prof. Emeritus Brennan discusses help for "losers" of BCA
New article in The Regulatory Review
Public Policy Professor Emeritus Tim Brennan has published an article in The Regulatory Review about how regulatory policy can help those harmed by net-benefit regulations.
In the article, Dr. Brennan discusses how regulatory policies with net-benefits for the public can still negatively impact some populations. When policymakers use Benefit-Cost Analysis to evaluate regulation, they determine if the benefits outweigh the costs, naturally resulting in some who benefit more than others, and some who don't benefit at all. Dr. Brennan suggests that regulators should compensate those communities that bear the largest burden of the regulation.
