Prof. Ali publ article on police citizen oversight agencies

Public Policy Professor Mir Usman Ali has published a new article in the Policy Studies Journal. 

In his article, he applies his theory of when culturally contentious innovations are likely to be adopted to the example of police citizen oversight agencies (COAs).
